Uh, they can send these emails to targeted groups. It just sounds the sender of this email doesn't know how to extract that info. He/she needs to go to training for outlook. hmm, the trainer needs to be trained before we're all derailed.

It sounds to me like it's laziness. How "tuff" can it be to set up a group of admins? Oh, wait, they keep changing them.
