I have a novel idea? If you want attract non-black students to meet your ratios then put a gifted program at Thurgood Marshall. I know more than a few parents of non-black gifted students who would jump at the chance to have their children attend a fundamental school but worry about losing their gifted programs like MEGSSS and IMAST which are found only in other schools . You could even make it a gifted magnet program like Ridgecrest but for middle schoolers though I'd prefer just having those gifted classes to choose from.
It really is very much a shame to have to reassign those black families who would love to send their children to this new fundamental school in their own neighborhood. They have a reason for wanting to be there. You have to come up with a better one to attract other families from far away.
