The Martin County Sheriff's Office quickly ended an investigation into the relationship between a former high school teacher and his one-time student after the 18-year-old woman refused to cooperate, records show.

According to sheriff's office documents, the student's mother told authorities her daughter "admitted to having sexual relations" with Damien Tullier, 30, starting in November 2004, when she only was 17 and he still was her teacher at the Clark Advanced Learning Center.

However, the case was closed in less than two weeks on July 7, because the student refused to cooperate and "told her parents ... she was not a victim and she participated willingly in the affair," according to the report.

Meanwhile, a spokeswoman for the Florida Department of Education said Wednesday she would "neither confirm nor deny" any investigation into Tullier's state teaching certification.

On Tuesday, officials at Indian River Community College — which manages the Clark Center charter high school where Tullier taught — said they forwarded allegations of the student-teacher relationship to the state. The "rumors" surfaced weeks after Tullier resigned on May 27, they said.
